Looks like Microsoft goofed again ... turns out the firewall in XP SP2 can be turned OFF by application code.

PCWorld has an article (http://www.pcworld.com/news/article/0,aid,117380,00.asp) that indicates that the 3rd party firewall providers automatically turn off the windows firewall when their products are installed and turn it back on when the product is uninstalled.
