Tom,

In Office 2003 (don't know about earlier) take a look at the difference
between the "Web Page" and "Web Page, Filtered" types, should give you
what you want. 

I think the issue with the complexity is that they (MS) try to make the
HTML readable by a browser as HTML while still readable by Word as a
Word document. When you save as "Web Page, Filtered" you get a warning
about removing Office specific tags.
