You can use Quattro Pro.  The Max number of rows is 100,000,000.  The Max
number of columns is 18,278.  
Quattro Pro comes with Corel WordPerfect Suite.
You can open an Excel spread sheet in Quattro Pro.
Quattro Pro won't crash like Excel does.
