Most of the major software vendors have moved development to the southern hemisphere, or Europe, and out of the US. Even the engineering portion is moving, not just the programming. Colleges/Universities are still able to fill the masters and PhD programs in Software Engineering with students, however like the program I am in, over half the students are not US citizens. Mostly from China, and some from India and the south pacific Islands. They come here for the education, then go back (most of the time) and take the work with them. The undergraduate programs are not full, and again over half full of non US citizens. Jim Oberholtzer
