I would second Booth's recommendation.  We have used Webshots for 18
months, and have had minimal trouble with it.  Our company usually
purchases lots of RAM for the machines, so that has not been an issue for
us.

Webshots has a _lot_ of stock photography, (very good I might add!) and
will allow you to create your own collections, and add your own pictures. 
The pictures can be jpg, and webshots will accept bmp and a few others.  A
couple of our more computer literate users have created family albums with
their kids and parents and such.
