OK, I think I have the pre-requisite sequences set now on the install docs. 

Tried on a new clean 7.3 partition.

I think the pip3 version 9 thing and Python 3.4 were the issues biting you. Was picking up old packages. 

The updated instruction list should resolve. 

Pay particular attention to making sure all python3 packages and gcc packages are installed.
