Are you using direct  : "rpm -ihv php...."  instead of "yum install php"  ??

create in "/QOpenSys/etc/yum/repos.d" a file "openmax.repo"
with inside :

[openmax]
name=openmax
baseurl=ftp://openmax.duckdns.org/IBMi_Repo
enabled=1

gpgcheck=0


yum clean all
yum install php
