That is correct. That is the correct format, and generally you are correct in that it only affects that bash session. But if you invoke a new shell under the existing shell, it will be inherited by the upstream shell.

$ bash
bash-4.4$ env | grep testing
bash-4.4$ export testing='123'
bash-4.4$ env | grep testing
testing=123
bash-4.4$ bash
bash-4.4$ env | grep testing
testing=123
bash-4.4$ env | grep upstream
bash-4.4$ export upstream='yes'
bash-4.4$ env | grep upstream
upstream=yes
bash-4.4$ exit
exit
bash-4.4$ env | grep upstream
bash-4.4$ env | grep testing
testing=123
bash-4.4$
