Correct.

The ISPs have to agree to add routing entries for each other endpoints on
their network.

If you're Rackspace and have a huge data center, no biggie.

But at the business consumer level, it's another story. When I checked
into it a few years ago, Time Warner and Windstream wouldn't even allow it.

What do you mean by the above? Are you saying (example) a DNS entry points
to 111.222.333.444 which is a static IP one owns via ISP 1. ISP 1 goes
down. There's no way to get to 111.222.333.444 via ISP 2 without paying
big bucks?
