Rob, the difference is that Paul is a U.S. citizen. A U.S. citizen who
pays taxes and contributes to the economy by (presumably) spending his
money in the U.S. Not so with India-based outsourcers. Even for the ones
they bring over here to work, a lot of their money gets sent back home.

The vast majority of H1-Bs are not to relieve worker shortages, which is
the basis of the H1-B program. They are simply used, as in the case of my
former employer, to increase profit. About four years ago, my employer
dumped 150 developers in a bloody Friday purge. It took them about a year
to replace all of them with Infosys bodies.
