I've not been involved with the negotiations and I really can't give you
an informed decision.
I did a little dabbling around and 'list price' is not something
advertised on their websites.
Here is some interesting small print that is rather significant when it
comes to some companies:

Like, what if I upgrade from a P6 to a P8? Is there a difference if the
serial number changes versus stays the same?
Can I copy and run this software on a developer lpar or box?
I am using Mimix, I do quarterly switch tests. Do I have to pay extra to
run this software on my HA box? Or my BAAS provider's HA system?
(internal or external may make a difference)
On some software packages I had to pay a fee to them just to load the box
on a truck and move it from Kendallville to Garrett. Which is kind of
like having to drop off a check at the Sauder Furniture store every time
you rearrange your living room.
Yeah, there will be some interesting things you discover when you go to
packaged software.
You might want to save the Harris Data type people for last. Starting
with others may make the price of the low price range seem really good.
For example, someone who has never purchased a new car may think $12k is
outrageous. However, if they go look at that fully decked out Ford F150
with all the luxury you want for $44k then $12k starts to look like a
bargain.
I do know of one software company that raised their prices because people
thought they were so low they had to be missing features and functions.
They were losing sales. We told them that if they had tried to charge
that price to us we would have went with this other vendor that actually
had a few more bells and whistles.
