Years ago, when I was in government market delving deep within the
lead pool, I saw a bulletin authorizing purchases through IBM as a
sole source. Since this is not typical (we all know the RFP, RFQ,
RFB, etc process) it stood out. A friend of mine at DOJ told me that
when a vendor proves themselves or has a wide distribution, then this
is allowed.

I suspect that sole sourcing is not any more. If I were a competitor
I'd be POed.
