My guess is that the idea is to bring the h1-Bs here for indoctrination and evaluation, and then have them return to India & China as the foot soldiers whose loyalty is to Bill Gates/IBM? There will be a battle in that region. If Microsoft & IBM have battalions of loyal soldiers that are already on the battleground it will be a huge plus for them.
