http://www.netshare400.com/EndOfService.html is a link at a time sharing site that I have used from time. John Ross is turning it off in July but lists some options on that page. Some seem to offer free accounts. I've not actually followed them, so it'd be interesting to hear what you find out.

Lukas makes a valid point about administering a system, but you are able to do development all you want on most of these, within some limits - probably can't do development that would change the configuration, but that's reasonable. If you need more than that, might be worth picking up a cheap used item, as he suggests. I've even been offered a chance at an older machine by a former employer, it has no residual value for them anymore.
