Anybody fight and win the Macintosh connectivity problem?

I can not believe that I can not see a windows share on the Macintosh
without upgrading to OS X 10.1 or buying a client.
Is this true? We have one Mac using OS 9 and all she wants to do is share
files with other folks.
The NT Macintosh services works fine, but nobody uses the Mac share so it
does her little good.
I understand that I could FTP or browse, share Mac files etc. We need Mac to
be able to read & write an NT share.
