There are three (equally valid) definitions of what an OS is: 1) it is everything "that comes with the machine". This was the meaning that started with IBM's early (pre-1960) machines and even through OS/360. 2) it is the kernel on top of which everything else runs. With this meaning OS/400 is not an operating system. It is "middleware". The true operating system is SLIC (or even the deeper lying Hypervisor). 3) it is everything in between 1) and 2) depending on what the vendor says in his marketing yada yada. Maybe Windoze falls in the category. With such a broad range of choices, it is pointless to discuss what an OS is.
