My opinion is retirements and volunteers.  Many of the long time volunteers are retiring  It is critical to have fresh faces step up to volunteer to keep a group going well into the future.  I think it is sad to see any group fold.  Local user groups serve an important role for the IBM i community provide another resource for learning and interacting with community.  
Sad to hear TUG and Ocean are folding.  There have been a few new groups start up and do hope we see more.
SEMIUG is still going strong.  In fact we have a meeting this evening with Scott Forstie presenting BOB and DB2 on IBM i and Modernization meeting planned for June.  We have a bunch of fresh faces that have joined the board.  This will hopefully keep SEMIUG strong well into the future.
