Do you have the exact message?
There was an issue being bandied about on this list and elsewhere where Fix
Central wouldn't allow you to send multiple orders because, in the spirit
you are guilty until proven innocent, you were accused of ordering not only
for your system but extra copies for systems no longer under maintenance.

There is also an email, fixexp at us.ibm.com, which may help to resolve
this.
