I would say, it depends.

If in fact, the file is read /36 style - with a F-spec with record length - it shouldn't matter. The programs shouldn't take care about the record format and the external description.

So I would say, simply create the new table and do a CPYF *NOCHK to import the data - as long as you are sure, that the data is in the correct format. A "compatibility layer" is not necessary if the file is read/written as a flat-file in RPG.

Or do I miss something about what you want to achieve?
