Yes, but what we are seeing is the 3 second timeouts in the header sent
with the api transaction does not even appear to be timing out after 3
seconds - they seem to just hang on and cause the gating on our end.

So retry sure, but the issue is prior to the attempt to retry.

There's been discussion on what causes this, but (I think) the consensus is
to just retry the request and it generally works.
