Hi Rob,

No exit points.

FYI I opened case with IBM and they suggested the following.

If you are unable to and should same issue re-surfaces, please use info
from link below to determine jobs that have locks on IFS files and can be
found using Navigator for i:

[1]https://www.ibm.com/support/pages/finding-jobs-having-locks-files-root-file-system-0

Or use the QP0FPTOS API to find the locked job:
CALL PGM(QP0FPTOS) PARM(*LSTOBJREF '/path/to/your/file' *FORMAT2)
Please substitute the actual path for the file you are interested in. This
command will produce a spool file that will tell any locks held for the
file. For example, when it is running, the ZENDSVR6 Apache instance will
have several jobs holding locks on file
/usr/local/zendsvr6/bin/php-cgi.bin, the PHP engine. You can see these
locks by running this command:
CALL PGM(QP0FPTOS) PARM(*LSTOBJREF '/usr/local/zendphp74/bin/php-cgi.bin'
*FORMAT2)
Review the output for the locked job.

Cheers
Don

Really weird. Any chance you have some exit point software that locks new
objects and does a scan on them and just doesn't release the lock before
you need it?
