Hi,

a good solution is

Download:
1. rename existing files from .CSV to .DWL
2. download all .DWL files
3. delete all .DWL files

Upload:
1. upload as .UPL
2. rename to .CSV

This way, an file is never touched during upload or download by the other process. 

But both "parties" have to be strict about this procedures.
