It is not a separate command.  You just use CPYSPLF like this:

CPYSPLF FILE(SPOOLFILE) TOFILE(*TOSTMF) +     TOSTMF('/your/IFS/directory/spoolfile.pdf') WSCST(*PDF)                                                           
You can also avoid this extra step and issue an OVRSPLF like this, before calling the program that produces the spool file, e.g.:

OVRPRTF FILE(splfname) +         TOSTMF('/your/IFS/directory/spoolfile.pdf') +
     WSCST(*PDF)                                                                           

This directly creates the PDF output file and does not leave a spool file in any *OUTQ.
