Jack's explanation made sense to me.

The SSL engine tries to negotiate a compatible cipher, going down the list
from sysval QSSLCSL, if it finds one that works, it uses it.

Sometimes the negotiation takes too long and the remote system gives up.

My retry logic works because the 2nd time around the negotiation takes less
time.
