Is an IPL adequate to end servers/subsystems for applying PTFs?

Okay. I'm going to show some of my ignorance here.

If the special instructions for a PTF say to end a server and I use the following command
INSTPTF .... INSTYP(*DLYALL)

Then set up an IPL for the system, I'm thinking all the servers ended. So the PTF would then apply correctly?

Here's an example for PTF SJ06984, the special instructions say:

"End the QHTTPSVR subsystem before applying PTF."

Am I correct that an IPL effectively ends the subsystem?
