Yes, IFS supports without problems file names in unicode with international characters.I don't know on what RPG runtime *NATURAL string functions over unicode stuff (i.e. substring) depends on to be honest.
I suspect that the ILE C compilers are not able to compile recent ICU4C even if one wants their own user SRVPGM not coupled with the OS distribution...
