That should be easy:

'ErrorUsers' value json_array (
case ke1usr when '' then null else ke1usr end,
case ke2usr when '' then null else ke2usr end,
case ke3usr when '' then null else ke3usr end,
case ke4usr when '' then null else ke4usr end,
case ke5usr when '' then null else ke5usr end
),
...

I assume that you only want the user fields that are not blank.
