Rob,
If you issue DSPPGM on the *PGMs or DSPSRVPGM on any *SRVPGMs for that old
program product, you will likely find that they have "Observable
information . . . : *NONE".
So, whether it was an old CISC version, or a RISC version prior to V6R1,
trying to restore or RMVLICPGM (delete) at V6R1 or above will fail, due to
the new OX translator in V6R1 and above not having any MI creation template.
In any case, you can always issue DLTLIB to delete all of the objects
associated with that old program product from the system, although there
will likely still be remnants of the identity of the licensed program, as
seen in WRKLICINF or GO LICPGM option 10 etc.,though they will most likely
show up with an *ERROR status.

I strongly encourage you to delete old programs when they become
unsupported. And, if an upgrade says program 57xx#### will no longer work
on the new upgrade check and see if you can delete it now.
I'm sure there are people hoping that something may be usable, but just not
supported. Please delete it. If you just HAVE to try it, be really
careful.
I'm running into install/deinstall programs which no longer work. You
know, you go into GO LICPGM and take the option to delete something and it
aborts because the uninstall program was from CISC days and no longer works
as it fails object conversion.
