By default QBATCH, QPGMR and QCMN run in *BASE.
   (DSPSBSD <sub-System) then option 2 for Pools)
   On your system additional pools have been defined and the subsystem
   description changed to run in the new pools.
   As I have no knowledge of your workload there may be a valid reason for
   this but generally if I was doing this for a specific reason I would
   create a new subsystem with an appropriate name and description and route
   the required jobs to this user defined/created subsystem.
   The maximum active threads you have for QBATCH is very low.
