Why not use an externally controlled "switch" (data area for example).

When blank send to the requested address. When not blank send to that address. That way no need to recompile for testing.

If you want the email to send to someone else, isn't that just something
you could override in the command itself when testing? Maybe store a
testing flag somewhere, check it, and override the recipient(s) if it's on.
