We used to have an issue where we required each position to be different
than the last password. We had people using
myname01
myname02
myname03
...
as their passwords. So we turned that on to fight that.
Even if you use a password randomizer to generate a new password the odds
of it reusing a character in the same position go way up as you increase
password length and it got to be very frustrating to the end user.

These are harsh words. What exactly is triggering your perception?

Exactly what I stated. Saying that a company should not expire passwords
because a user can't remember what they changed it to or because it might
be
similar to their prior password is (in my opinion) not a good reason to not
expire passwords.
