There is a parameter on the CRTUSRPRF & CHGUSRPRF commands for EIM - EIMASSOC at least since 7.1 - it includes an option to create a new association, but I don't think this takes care of everything. Anyhow, here's some of the F4 prompt, and below that, some more information -

                         Create User Profile (CRTUSRPRF)
 Type choices, press Enter.

It does say that you probably still need to create a source association to a Kerberos principal identity (Windows login), so you'd still need something to create those - hence, those APIs that Rob pointed to.
