V7R5 has such a feature.

Per IBM:

If you are migrating to version 7.5 you have the ability to hold the Job 
Scheduler and not the individual jobs, you can use the command:

 * HLDJOBSCDE JOB(*JOBSCD)

To release the Job Scheduler:

 * RLSJOBSCDE JOB(*JOBSCD)
