Is there *any* scenario where "CALL ABCMONRG" without the first two
statements doesn't always call the program from the same library?

i would add the caveat "for the same user" and other code not altering the
library list (in different ways..)
Different users with different authorities could have different library
list.
Also that this is not a dynamically generated program based on previous
runtime selection..
