My mistake. Instead of reading Program Name in your reply, my brain read External Name which I had already tried and doesn't work the same as Program Name.

PROGRAM NAME external-program-name
Specifies the unqualified name of the service program to be created
for the function. externalprogram- name must be a valid system name.
