What are you using for your mail router (ie, Office 365, GMail, etc) and is
that set up on your IBM i properly?

A lot of time they won't be delivered because you're delivering directly to
the recipient from your IBM i and when the recipient's server does a
reverse DNS lookup it finds nothing and won't deliver.
