When when swtiched to ACS the users were rioting in the streets over the
tabs, so I had to disable them by default.

I don't remember the exact mechanism I used. I'm fairly certain IT didn't
have to configure each PC manually, and that individual users could enable
tabs. Our ACS lived on a NetServer share, which is fairly uncommon, so
YMMV.

But I am curious why you would want to disable the tab feature ?
