The change for the base date doesn't affect everything.

It says
"Note: This environment variable update only effects commands with a parameter of TYPE(*DATE). Existing RPG or COBOL programs as well as Db2 are not effected by this update. Dates need to be converted to a 4-digit-year value."

It's not just existing RPG programs. RPG will keep 1940 as the base year for 2-digit dates.

See this recent RPG compiler enhancement where you can get a compile-time warning or error if you are using a 2-digit-year date format.
