You might want to take a step back and define what users need to do.
The SPLCTL has been like an "allobj authority over print spools"
Are the users assigned to groups and do the groups have auth to what others
in the group create?
Are they printing spooled files generated outside the group?
Are users using cmd line and prompting the ibm commands?
Who starts the writers - users or scheduled jobs?
many more questions..
and SPLCTL does not cover things like vary off/on print devices - thats
*IOSYSCFG authority ...
I have no recent experience w/ how big software packages wrap menus around
these functions - but years ago it sure woke someone up when shop users
w/splctl were viewing payroll checks...
Adopted auth is your friend, users should not be in the cmd line prompting
ibm commands.
