Unfortunately you are charged just for the LPAR existence. To avoid charges you could export the instance to DISK (faster) or IBM Cloud Object Storage (cheaper, but slower) and remove the instance until your next use. Creating an instance from an image is fast from disk, not-so-fast from OVA.

Skytap (now Kyndryl) has a different billing model when using Pay-as-you-Go, and allows to stop paying for CPU , Memory and Licensing when the LPAR is turned off.
