You can also restrict user access through ssh with AllowUsers or better AllowGroups parameter in sshd_config file. And finally, object authority will still apply.
However, I am not sure but I believe that sshd does not respect LMTCPB(*YES) user profile parameter, which means that everybody can run any IBM i command with system shell command. This is easy to check my statement.
