Yes MS&E are required for BRMS but not for media library operations without
it.
IDK if you know of any systems without MS&E but I don't think they'll have
any problems with commands like
SETTAPCGY, RMVTAPCTG and other *CGY, *CTG commands on GO CMDTAP
