The CL: command is for starting journaling the newly created file
CL: STRJRNPF FILE(DCMTLIBD/VRSISRCF) JRN(DCMTLIBD/JRN1) IMAGES(*BOTH)

I will certainly change the logging of the job and test again.
But, I have a hunch that Sam is right (CL: only works in ACS and such)
So, QSYS2.QCMDEXC.
