*FIRST means exactly that: the very first member added to a file.
I'd be shocked to discover that the original file had a different *FIRST
from the one on the backup tape, but after enough time, one gets sadly
comfortable with being shocked.
Jim's advice is important: if all of your programs OVRDBF to the proper
member, then *FIRST doesn't matter.
With all of that out of the way, I'd
1) RNMOBJ X X.sav
2) CRTPF X MBR(the_one_you_need) MAXMBRS(nnn)
3) CPYF that membetr from X.sav to X *REPLACE
4) Use a PDM user command to copy the other members from X.sav to X *ADD
5) Restore/rebuild the logical files over X
