Host table entries, whether in /etc/hosts in Unix or CTFGTCP Option 11 are only meant for local systems that don't have DNS entries.

Nope. Not "JUST" changing their network infrastructure and setup. Yes they
are making those changes, but they clearly state in their documentation,
and that's where I cut that line from the OP, that they are doing a little
randomizing.

Host tables used properly have their place. Try booting AIX without host
table entries or a really good DNS connection, and if the DNS is on that
partition, yea….
