Subject: COPY IFS file to Windows network - unreadable result

I have an XLS file in the IFS that I can manually download to a windows folder using iACS. - and that works fine.
But when I try to COPY the file to the network programmatically using the CPY command the result is an unreadable file.
I have tried multiple variations of CCSID and Code Pages and still cannot get it.
What am I missing?

Any and all help appreciated.
