Interesting reading.

Been a while since I’ve done spool file management, but the easiest way
might be to give each user their own outq owned by them.

Here’s a few examples from the docs as well.

Looks like *SPLTCTL authority seems to still allow full access to spools.

You might need to do some experimentation.

The other option is start moving all your spools to PDF and secured
directories maybe.
