That won't help if the second job gets submitted to another jobq.
I've used the semaphore approach in the past. You could also allocate the program object exclusively as long as it is not used by some other job that would be allowed to run concurrently.

Actually, since this was a matter of keeping two of the same batch job
from being active at the same time, and fighting with each other, I
ended up just creating a "baton" data area, and having the CL program
attempt to allocate an exclusive lock on it. A strategy I've used before.
Seems like there ought to be something built into the OS, to keep two of
the same job from getting into a fight.
