As others said, please describe what exactly you mean by an "index table". Note: An index is basically a relatively small data structure allowing to quickly locate a record in a huge database file.
A JOIN isn't a true table in SQL but an ephemeral construct which gets assembled "at run time" through the JOIN clause. You can define "static" JOIN logical files in DDS but as others said, there's a restriction that key fields (index fields) must be referred from the first file in the LF's JOIN definition.
