On PUB400, we have indeed limited authority, and I can't even see
/QIBM/ProdData/OS400/PASE directory; as far as I can see, PASE is
working fine (QP2TERM, QP2SHELL, ssh from putty, VSCode, they all work),
I cannot be sure as I do not have an *ALLOBJ profile but I bet for an
authority issue.

You may want to create this symbolic link with ADDLNK command. Note that
ADDLNK allows creating the link even if the target file does not exist.
